I contacted 24 airports and business entities as follow up to notification of the January 27, 2012 OAOA Quarterly Membership meeting. Airports that had updated information were as follows:
Bartlesville Constructing twelve T hangars. Acquired snow brooms from St. Louis
Lambert.
Claremore Regional Fly in/lunch held last Saturday of month 1100 -1300. South 1000’
runway temporarily closed due to obstruction removal.
Cookson Airpark Occupancy rate on new hangars is high. EAA is active with regular
breakfasts at the airport.
Grove Purchased 3,000 gallon Jet-A fuel truck. Constructing an eight bay, nested
T hangar. Terminal building to be constructed in 2014. Taxiways Alpha and
Bravo extensions scheduled for this year.
Ketchum Expansion of fueling apron and parking apron complete. Working with
an aviation company wanting to move to the airport. Holding an “Aviation
Day” on May 4, for local schools with Young Eagle flights available on
May 12. Fuel sales in 2011, were double the 2010 amount. Looking to buy
a tug and a tow bar.
Miami Engineering for taxiway extension and runway overlay scheduled for 2012.
Okmulgee Project to complete eight foot perimeter fence with three strands of barbed
wire and rehabilitating the AWOS scheduled for 2012. Rehabilitation of
airport beacon complete. All hangars are at capacity.
Pryor Mid American Taxiway extension project in progress.
Sand Springs Submitting application for runway overlay. Taxiway sealcoat and new
taxiway construction scheduled for 2012.
Tulsa International Airport:
1. Terminal Building, Concourse “B” Renovation:
· General Contractor = Manhattan Construction, contract amount = $17,920,355
· Construction began on September 7, 2010 and is now about 95% complete
· First phase completed mid-June 2011, renovated gate and operations space occupied by Southwest Airlines at that time.
· United Airlines will occupy the second phase area in mid-January 2012.
· New public area seating and furnishings are anticipated to be complete in March 2012.
· Continental Airlines is planning to move out of the “A” Concourse to fully integrate with United Airlines in March 2012.
2. Terminal Building, Concourse “A” Renovation:
· Awarded professional services contract on January 12, 2012 to Flintco, LLC
· Preparation of construction documents anticipated to start around February 1, 2012
· Project budget = $31,000,000
· Project will be a “mirror image” of renovation work completed on the “B” Concourse
· Construction projected to begin in early 2013
3. Reconstruction of Runway 18L/36R:
· Awarded contract on September 1, 2011 to Sherwood Construction for the second phase of reconstruction
· Phase 2 will reconstruct approximately the north 1,200 feet of the 10,000 foot runway
· Phase 2 contract amount = $7,588,571
· Work projected to begin in early March 2012
4. Install MALSR, Runway 26:
· Awarded contract on July 14, 2011 to Libra Electric
· Contract amount = $1,271,777.25
· Work began January 3, 2012
5. Install Backup Generators
· Awarded contract on October 13, 2011 to Oil Capital Electric
· Contract amount = $2,186,500
· Generators will provide sufficient power to support normal operations in the terminal building in the event of a commercial power interruption and parking garage
· Installation is projected for completion in September 2012

wire scheduled for 2012. All hangars at capacity.
Tulsa Int’l Construction began on September 7, 2010 on a project that is rehabilitating the “B” concourse of the main terminal building. Manhattan Construction was awarded a contract in July valued at $15.9 million. Manhattan bid the project to complete in only 550 days rather than the full 730 days they could have bid. The project is being completed in two phases which will allow airline and concessions operations to continue essentially uninterrupted throughout the life of the project. The first phase was completed in mid-June, at which time Southwest Airlines and United Airlines began operating from the newly renovated space at the south end of the concourse. Demolition work is now underway on phase two of the project: the north end of the concourse. Construction is expected to be complete in January 2012.
A $7.7 million contract was awarded to Sherwood Construction in August, 2010 for the first phase of a project that will reconstruct the entire primary runway (18L/36R). The first phase includes reconstructing approximately the southern 1,200 feet of the 10,000 foot runway. Remaining portions will be reconstructed in phases over the next five to six years. Phase 1 work began on April 5th and was completed and the full length of the runway returned to service on June 30, 2011. Phase two, at the north end, will be bid in August 2011.
Tulsa Jones/RVS Construction is underway on a $1.4 million contract for rehabilitation of Taxiway “Z” (parallel taxiway that supports Runway 1R/19L) and various taxilanes throughout the Commercial T-Hangar area and both Private Hangar areas. A contract was awarded to Contech in May 2010, work began in September. Work under this contract is essentially complete with striping and some minor seal coat to be completed within the next 30 days.
Construction of an elevated observation platform is complete in the airport’s observation area located at the south end of the airport. The observation area has direct access from 91st Street, just east of Elwood, and is located outside the fence so that the public can utilize the area to watch aircraft operations at any time. The area contains vehicle parking, a concrete pad with the airport diagram painted on it, several picnic tables, and the observation platform. In addition, a gazebo structure is planned for the area and should begin construction later this year.
LED Airfield Lighting Upgrade In January 2010 the airport was able to take advantage of a grant the City of Tulsa received from the federal stimulus program to implement energy saving projects. Funding was available to allow all taxiway edge lights at both airports to be converted to LED fixtures. Funding was also available for converting the medium intensity runway edge lights on Runways 1R/19L and 13/31 at RVS to LED fixtures. New regulators have also been purchased to maximize the energy savings resulting from the reduced energy demand of the edge lights.
Materials began arriving in March and are being installed by airport staff. Approximately 35% of the fixtures have been replaced to date. All of the new fixtures should be installed before the end of 2011.

The project is upgrading the MUFIDS in the terminal building and shuttle buses. The new system relies primarily on live radar data to provide reports on aircraft schedules rather than the previous manual input of data by the airlines.

It also includes repairs and expansion of two employee parking lots and construction of a “cell phone” parking lot. The “cell phone” lot was completed in early September. Construction began on 8/23/10 and is proceeding on, or slightly ahead of schedule and should be fully complete in January 2011.

Work continues on the Airport Viewing Area being developed at the 91st Street entrance to the airport. This new area provides a location that is outside the perimeter fence and has an excellent view of the airport. This viewing area has been created primarily as a means to address runway incursions that had occurred when vehicles drove around the interior of the airport trying to find a place to observe aircraft operations. Not only is it addressing an incursion problem, but also promotes good relations with the local community by providing a friendly place for the public to enjoy watching aircraft takeoff and land. In September a local boy scout completed an Eagle Scout project that involved painting a 1’ equals 200’ scale airport diagram on a concrete pad installed for this purpose. Several more picnic tables were installed in August. Planning is proceeding for construction of a gazebo and observation platform this winter by airport staff.
On September 9, 2010 a golf tournament was held at Southlakes Golf Course as a fundraiser for the Airport Viewing Area improvements. Over $18,000 was raised, which, combined with similar funding from last years tournament, will allow plans for the gazebo and observation platform to move forward.

Tulsa Int’l Bids were opened on a project to rehabilitate Concourse “B” of the main terminal building. Manhattan Construction is the apparent low bidder that will be recommended to the Tulsa Airports Improvement Trust for a contract on July 15th. Four bids were received with only about $3,000 separating the first and second low bidders on a $16 million dollar project. Manhattan bid the project to complete in only 550 days rather than the full 730 days they could have bid. Work is expected to begin this fall.
A $250,000 contract has been awarded to D.I.C.E. of the USA to upgrade the Flight Information Display System in the terminal building. The new system will rely primarily on live radar data to provide reports on aircraft schedules rather than the previous manual input of data by the airlines. Installation is projected to being later this summer.
Bidding is in progress for the first phase of the main runway reconstruction. Bids will open on July 22nd. The first phase includes reconstructing approximately the southern 2,000 feet of the 10,000 foot runway. Remaining portions will be reconstructed in phases over the next four to five years.
A $1.5 million contract has been awarded to Paragon Contractors to complete a wide range of repairs to the streets that provide access throughout the terminal building and cargo areas. It also includes repairs and expansion of two employee parking lots and construction of a “cell phone” parking lot. Construction is expected to begin later this summer.
Improvements continue in the “North Development Area” with a contract that will upgrade a main water line and reconstruct a portion of Memorial Drive. Total Investment Company has been awarded a $915,000 contract to complete improvements that will provide infrastructure that is necessary to support continued development of large aircraft maintenance, repair and over haul facilities, cargo facilities, and similar activities that are projected for the area. Construction is projected to begin later this summer.
Tulsa – RVS Work continues on the Airport Viewing Area being developed at the 91st Street entrance to the airport. This new area provides a location that is outside the perimeter fence and has an excellent view of the airport. Airport staff recently installed a 30’ by 35’ concrete pad that is being painted with a 1’ equals 200’ scale airport diagram by a local boy scout as an Eagle Scout project.
Several picnic tables have also been installed in the area and plans are being developed for construction of a small gazebo and a radio that will rebroadcast ATCT communications. This viewing area has been created primarily as a means to address runway incursions that had occurred when vehicles drove around the interior of the airport trying to find a place to observe aircraft operations. Not only is it addressing an incursion problem, but also promotes good relations with the local community by providing a friendly place for the public to enjoy watching aircraft takeoff and land.
On September 9, 2010 a golf tournament is scheduled at Southlakes Golf Course as a fundraiser for continued improvements at the 91st Street Airport Viewing Area. Anyone interested in supporting the tournament or participating in it should contact the Airport’s Marketing Office at (918) 838-5007.

Final construction plans for planned renovations to the “B” concourse
are nearing completion. The project is expected to be out on the
streets for bidding in May. Construction start is planned for this fall.
The $30 million project basically involves completely gutting the
concourses, installing all new HVAC; lighting; fire suppression
sprinklers; updated finishes on the walls, floors and ceilings; relocating
and installing all new passenger boarding bridges; replacing the roof;
installing a new skylight down the full length of the main corridor; and
completing a significant electrical upgrade project that supports the
entire terminal building---all while keeping Southwest Airlines and
United Airlines in full operation from the concourse throughout
construction.
The airport’s Noise Mitigation Program has now addressed about 1,400
of the 1,777 homes that are eligible for the program in residential areas
adjacent to the airport. A $6.93 million grant was accepted in March that
will provide the final funding needed to complete work on any remaining
homes that are interested in participating in this voluntary program. One
more grant is expected in 2011 that will focus on addressing a handful of
church and school facilities that are also located within the program
boundries.

Tulsa Int’l Snow response crews at TUL and RVS responded to 6 inch snow fall
during Christmas holidays, followed by unusually cold weather and more
snow during the next couple of weeks. Due to their around the clock
hard work and dedication, both airports remained open throughout
these significant weather events.
At TUL, construction is nearing completion on a $5.6 million project
to replace the inbound baggage conveyor equipment. The bulk of this
equipment was 25 to 30 years old and has been extremely difficult, and
costly to keep maintained and in operation. All six conveyor lines have
been replaced and were operational prior to the Thanksgiving/Christmas
/New Year holiday season. Work has continued off and on (to avoid
disrupting passenger services during the peak travel times) to complete
the replacement of exterior walls adjacent to two of the new conveyors.
as part of this replacement project, glass panels were installed as interior
walls that allow passengers to view sections of the baggage handling
system in operation. All remaining work is expected to be complete in
early February.

(being leased by American Airlines for aircraft modifications and
maintenance work). This is a unique structure that is composed of a
steel structure with a fabric membrane placed over the structure to enclose
it. The hangar is large enough to accommodate aircraft such as the Boeing
757 and 767, Airbus 300 and 310, DC-10, etc. American Airlines will be
completing tooling and support equipment installation in anticipation of the
first aircraft work beginning in the hangar in November.

The golf tournament exceeded all expecxtations and raised just over
$18,000.
The Experimental Aircraft Association’s Boeing B-17 “Aluminum
Overcast” will be at RVS October 30th to November 1st. Information
on ground tours and/or a flight experience in the aircraft are available

Tulsa Harvey Young Twenty-five aircraft and two hundred people visited this past
weekend at their fly in.
Tulsa Int’l On Saturday, July 18, a ribbon cutting ceremony was held for a project that
re-created an historic sign that points the way to Tulsa’s airport. The sign,
located about two miles north of downtown Tulsa on “Reservoir Hill”,
spells out “TULSA” in 50 foot tall letters made of crushed white marble,
with an arrow pointing to the Tulsa International Airport. The original sign
at this site was in place in 1927, to guide Charles Lindbergh to the Tulsa
airport known as McIntyre Field (which was about one mile southwest of
what is now Tulsa International). The historic renovation project was
completed by the Reservoir Hill Neighborhood Association with funding
support from Tulsa’s Vision 2025 Neighborhood Fund. An article, with
aerial photos was featured in the July 7, 2009 issue of the Tulsa World, and

On August 7th and 8th, the Tulsa Air and Space Museum will be holding
special “Oklahoma Defenders Day” events at their facilities located on the
north side of Tulsa International Airport. In addition to their normal
activities at the museum and planetarium, there will be an Air Force E-3
AWACS and Navy E-6 TACAMO, plus static displays of training aircraft
from Vance Air Force Base and others. Additional information is expected

reducing the presence of the guard at each door. Reducing the need for a
guard to be posted at each concourse exit has the potential to save the airport
$250,000 per year.

RVS:
- Construction is now complete on the final phase of a multi-year drainage project. The total value of all phases of the project is about $7 million. Previously, stormwater collected in retention areas on the airport and, over time, soaked into the sandy soil in the area. This project installed a 60" storm sewer pipe that now carries storm water from roughly 75% of the airport and discharges it directly to the Arkansas River. The project is performing as predicted and the airport no longer has large ponds of standing water, which could take months to dry up, following significant rainfall. A side benefit to the local community includes elimination of flooding the intersection of 91st and Elwood from water that had naturally flowed off of the airport. The project has also eliminated, except in rainfall events that exceed the 100 year event, the discharge of water from the airport through a natural drainage channel in an adjacent neighborhood that is prone to flooding.

Installation of revolving doors from the sterile area will eliminate guards and result in an annual savings of $250,000. As of this month, TUL will be the first U S airport to utilize this technology.
Tulsa RVS 335,826 opns for the year, an increase of 15% over 2007. Sealcoat/crackseal project addressing nearly all twys in, around and serving the commercial area on the west side of the airport is complete. Thanks go to Vivek Khanna and all the other staff at the Oklahoma Aeronautics Commission(OAC) that supported the project. The OAC provided the bulk of the project funding and implemented the project for us. The 3rd and final phase of a multi-year drainage project is nearing completion. Excavation along the west side of the airport will complete a plan that provides a path for stormwater to drain directly to the Arkansas River instead of being fully retained in holding ponds on the airport.

Tulsa Int'l New airfield lighting procedures have been instituted which will result in approximately $30,000.00 annual savings. Rwy 8/26 closed through 1/09 for work including arresting barrier relocation. Rwy 8/26 will have a full parallel twy on terminal side when work is completed on Twy C in late '08. New exit doors in concourse will eliminate need for guards at exit points. Two new FBO's are being developed. TSA has installed "Whole Body Imaging" equip. New airline agreement as of 7/1/08. This is a radically new lease document that replaced a 25 year old agreement.

Richard L. Jones, Jr. Celebrated 50 years of operation on 7/3. Parade of flight along the Arkansas River on 7/4, and airport open house 7/5. Airport opns for 12 month period ending 8/31/08 are 339,443. OAC funded crack seal - seal coat project on west side of field. Two new large commercial hangars which will house an FBO and an avionics firm are nearing completion. Final phase of a multi-year drainage project is scheduled for spring '09 completion. East perimeter road will be overlaid within the next thirty days. Project will necessitate road closures and detours.

I contacted 33 airports and business entities as followup to email meeting notification. Those airports that had construction related items to report to the group were as follows:
Afton Grand Lake Regional Residential airpark lots will be available for purchase within two weeks.
Claremore Regional Taxiway extention open. Two 12,000 sq. ft. hangars completed.
Grove Prospect for 5 person a/c maintance base still in works.
Muskogee Ground breaking for 14 hangars within two weeks.
Sallisaw Terminal remodel complete. Purchasing land to extend runway to 5,000 ft.
Sand Springs New FBO hangar complete and opening soon.
Tulsa Int'l $9,722,875.00, 80,000 sq. ft. hangar being constructed by City to be
leased to American Airlines. Construction to be complete in spring of '09.
$6,700,191.00 Taxiway Charlie extension in progress and scheduled for fall
'09 completion.
$4,059,517.00 Runway 8/26 rehabilitation scheduled to begin next month,
with completion scheduled for summer of '09.
30 year airline lease agreement ended June 30,2008. New 5 year agree-
ment is in place effective July 1, 2008. Provides for greater flexibility to the
airport and opportunity to control and benefit from its finances.
Southwest is planning to add additional flights to Denver. Several airlines
have announced cuts in service, including Express Jet and Frontier that are
pulling all service from TUL.
Tulsa Jones (RVS) The 3rd and final phase of the drainage project is underway.
The crack seal/sealcoat project for the west side of the field is
scheduled to begin shortly.
July 3, marked the 50th anniversary of the opening of the airport.
An open house July 5, included static aircraft dis-
plays, tenant booths, flight demonstrations and airport tours.
